Is it hot enough in Belfast and Dublin for shorts/dress?

i'm going to a wedding in dublin for 2 days then going to stay a week in belfast next monday... has it been hot enough for shorts/dress recently, because i looked at the weather but it doesn't really help me decide... all i know it's been really hot where i live in england
