What is the name of the famous city that's built above water?

I don't even know if that makes any sense. I'm not sure whether or not it's futuristic-looking. Might be. I think it's just some city, not an island, and part of it extends over a huge body of water, on top of docks or stilts or something. I don't remember. It's just bothering me because I can't for the LIFE of me remember the name of it. And NO, it's not Venice, to save you the effort. It's some sort of exotic name, I think.
