Do I have a chance,or am I wasting my time?(10 easy points)?

background info:me & this guy started off as friends who then developed feelings for eachother.we became rly close,we txted 24/7,& we just acted like a couple.calling eachother names,saying how much we loved eachother,& kissing & cuddling & stuff when we hungout.everything was great until some stuff happened about a year ago & we kinda went our separate ways.i didnt want to,but he did.its really complicated.well since then we havent hungout at all,but we have texted occasionally.weve had highs and lows,for awhile we only texted like once a month but then recently we were about once or twice a week.sometimes he is really interested & is very flirty & other times it seems like he doesnt even wanna talk to me.he also asked me to hangout 3 times,we had plans and everything,but he had to cancel cause of work.this year,im going to his school.im already on their cheer team & i have summer practices & i get out at about the same time hes out of FB.there isnt time for us to have a real conversation tho.the other day,my coach was tlking to my team & he walked by.he smiled,then i said hi & he said hi back.it was pretty awkward.that was also my bday,but he never texted me to wish me a happy bday even though he knows when my bday is.hes not so interested in me right now though,he is boring when i text him,& the last few times i was the one to text him first.is it possible that things will pick back up?the other day i texted him,& he was boring,but he was camping so idk if he was too busy to take the time or didnt have that good of service.i told him to have fun & he said "I'll text you later:)"but he never did.i want to know if you think i have a chance of rekindling a relationship with him,now that im going to his school this year.since i havent seen him in a year and weve only texted,there isnt much more to text about and things are a bit awkward in person.but will going to his school help me get close to him again?& how can i do this?should i talk to him alot when i see him,or what?also,if im texting him would it be okay to ask:"so how come we havent hungout yet?"cause he promised me like 3 months ago that we would.so is it possible to start a new relationship with him?alot of ppl are telling me that im wasting time but im just starting to see him. ):
